Different countries have different recruitment rules. In most countries, though, it is illegal to recruit foreign citizens who are on holiday in that country, to recruit people who have obtained visas to enter, or to bring in friends and family. The rules vary as to what kind of business people can attend. In some countries, however, foreign students are not allowed to work, or to obtain a passport or visa, or to enter or leave their country without a visa.

The goal of this interview is to find out why the candidate has been selected. The interview should begin with a psychological evaluation of the agent, determining what kind of profile he has. This is done through a number of well-established techniques for eliciting information: using polygraphs, giving micro-expressions, arm and leg lifting to test for stress or excitement, and so on. The interviewer also determines what kind of information can be gained by examining the candidate, and what kind of information can be gained by having the candidate open a sealed envelope with a question in it. The general principle is to determine what the candidate does and does not know, and what information can be gained from the candidate's lack of knowledge.
